Overall Impression: i was ripped off

I paid a$500.00 deposit and a check to state of new mexico in the amount of $766.00 in 2005. Later i was told that i wasn't picked in the lottery and they tried to sell a landowner tag. I said i wasn't interested to send the money back. They refused to refund any of the money even though the contract said they would and stopped all correspondence. They stole $1,266.00 from me. I have documentation to prove it.
